Both names and the code are required; the head is picked once staff are assigned to it.

It leaves the pick lists and takes nothing new; its records and reports stay as they are, and it can be restored at any time.

It becomes active again and returns to the pick lists.

Only a department with no link at all can be deleted. These links exist now; archive it instead, or move its records first.

This department has no links. The delete cannot be undone and is written to the audit log.

It runs as a background job and reports the count for each kind. The reach of permissions tied to the department changes.
